Loyal right-hand man to the infamous Geese Howard. Despite already assuming control of the late kingpins organization (the Howard Connection), Billy nevertheless finds himself brooding over how to lead his bereaved family of associates into a new era. Amidst all the darkness and turmoil, at least one thing is still crystal clear: he has a bone to pick with Terry Bogard, the man who took his revered masters life in the first place.
